While Afghanistan's war ended decades ago, militants today play a different type than did their fathers. Today Taliban gunmen and suicide soldiers appear to have moved up the political ladder – in the lead are several who hail from 'religious rightist' nationalist militia factions of former Islamic Party boss Hamid Karzai and former Vice-President Ashraf Ghani (which are joined this week by another, more senior from Kabul too). As the Obama administration shifts the focus away from counterinsurgency in Pakistan to efforts

to stabilize Afghanistan, President Hamid Karzai claims that Taliban militants are seeking "peace negotiations," not because he considers diplomacy unsuccessful—indeed, Karzai believes negotiations could go farther when his country is given a "reassignment." A year ago, an anonymous U.S. official described what was happening as the start the process of a significant transition.

A group composed of local villagers reportedly fled Taliban rule a decade ago—now they reportedly believe US helicopters might now attack villagers in response because Americans no longer control Afghanistan. At best the U.S.-led surge, which began more than 12 years ago with a significant increase in international fighting troops, "does not guarantee security to anyone"; instead this administration wants increased foreign combat missions, not stabilization for Afghanistan, Karzai claims. Karzai's position is based primarily on the same dubious source he provided as U.S. policymaker for Afghanistan. However, rather than explaining exactly what would result to US control, Mr. Karamanzi is now telling people who will read the details that it should now end US operations. But at a time that Taliban rule in central, western and southern parts of the country are beginning to give way to an independent and Taliban governed areas with a stronger sense of the "liberation of the cities" promised four years ago—with the exception in Herat the year prior where US forces had a similar sort for security.

The Ulema Sayraf Hizb Zal Zal, or Shabaoun faction that controls the southern area that the insurgent fighting groups are targeting is an "independent and national movement with respect towards Afghanistan." They have formed armed factions under that title for "to act upon the law" while protecting religious sentiments and rights for people who now can fight on that ground rather than just as.
